Matters Arising from Minutes of 14.7.16 meeting

£250 start up budget allocated by Preston Parish Council.

Parish Council covered but we need to apply (£42.58). Application requires contact name and address – to be FH in position as clerk. Put on Grant Application ‘shopping list’ for time being [NB at end of Minutes here].

Adopting of Standing Documents

Constitution – accepted, after prior circulation and comment. Code of Conduct – same as for PPC (Preston Parish Council). Agreed we do need a Register of Interests in the spirit of openness. DD to send PPC one to FH. Need to include temporary members as and when they are co-opted.

WS to prepare a landing page, FH send any photos of the village to WS to help populate the pages. WS to install WordPress for us all to use as a common web publishing tool. WS to upload minutes from village meeting to the site. The website will have a contact form with Captcha figures rather than a contact email address.

Collaboration Tools

Shared Project Tool – a shared “to do list” for detail level planning, coordinating and tracking. Shared knowledge tool (Wiki) so that we can all amend/use/update a common document rather than sending amendments individually, which can mean outdated amendments. $10 US for each tool ($20 US in total), WS to use a 30 day trial to test.

Grant

Rae investigated this, we cannot apply for this unless we have a budget of planned expenditure. Activities need to be planned in line with PPC to ensure that they are able to absorb the cost initially even if grant comes in later.

Rae outlined the terms of grant applications; it needs to be applied for through PPC via DD. It would be a good idea to spend some on data analysis after the questionnaire. DD & WS will be attending a one day course hosted by CPRE, look for other courses that would be useful for the group. It was agreed to develop a “shopping list” of requirements and get quotes. Once grant has been accepted it will take 10 days to pay.

Process & Project Plan

Need to find a definitive answer on number of dwellings, businesses etc

Also contact land registry to discover ownership of undeveloped land – there may be fees to include in grant shopping list.

Questionnaire

LH shared her analysis of the Pirton Questionnaire (Individual). To make Preston’s questionnaire its own she has suggested adding more visuals and snippets of information about our parish. LH will lead on this aspect of the questionnaire. It was agreed to request some help from one of the listed volunteers with questionnaire artwork.

DD to rework questions from Pirton’s questionnaire into a plain document as a starting point for ours. All to review and contribute to the questionnaire.

The use of one of the introduction pages (blank in the Pirton questionnaire) to include a picture of each member of the steering group and each volunteer involved in delivery and collection of the questionnaire was discussed. As was getting quotes from say five or six diverse parishioners spanning all ages on why Preston is important to them.

Communication

LH has rewritten the village newsletter information update to go in the Preston Parish News (September) edition. Agreed to request some help from one of the listed volunteers with flyer artwork.

DD raised topic of using drop in session / coffee morning at one or more of the book swap sessions. Agreed and first session to be arranged.

Schools

The possibility of one or more of the steering group meeting with Preston Parish children of primary school age at the school was discussed. It was agreed it would be good to get younger parishioners views as the plan will still be in effect when they reach adulthood. DD to investigate.The use of the children’s artwork was also discussed.

It is unsure whether the borders at Princess Helena count as residents. Clare Skeels at NHDC to be contacted to seek advice
